Could the new Lisbon Treaty be the 7-yr covenant?

I was just wondering if there was a timeframe associated with the Lisbon Treaty as, to me, it confirms or makes strong the draft treaty for establishing the EU constitution.

Hey Chewy....
the Treaty should start to be effective on 1.1.2009.
Also the HR and the diplomatic service under him want to start to work then officially. There is a time until all changes will came into beeing,
this is planned to happen until 1.1.2014. (the current budget goes from 1.1.2007-31.12.2013). But I do not see any timeframe concerning the end of the new Treaty.
