High Representative to appoint EU Special Representative

Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the Commission, has proposed the appointment of new Special Representatives to support the work of the European Union on two important foreign policy files. The candidates have been endorsed by EU Member States in the Political and Security Committee today pending a final decision by the Council.

Fernando Gentilini has been proposed as EU Special Representative for the Middle East Peace Process for an initial period of one year, in an effort to re-launch the Process as quickly as possible. Mr Gentilini is currently Director for Western Europe, the Western Balkans and Turkey in the European External Action Service and is a former EU Special Representative in Kosovo. He has also been assisting the High Representative in facilitation of Serbia Kosovo dialogue.

High Representative Mogherini said: "The appointment of a EU Special Representative for the Middle East Peace Process underlines the EU's determination to step up engagement in the MEPP. Ferdinado Gentilini will work towards the resumption of meaningful negotiations with the aim of achieving a comprehensive peace agreement based on a two-state solution. He will work in close contacts with all major players, including the parties to the conflict, members of the Quartet, Arab states and relevant regional bodies."

Foreign Minister of the European Union, Federica Mogherini, hinted that the EU expects a political change in the political arena in the near future. A message from the bureau in Brussels stated that she “expects to work with the new Israeli government on renewing the peace process, along with continued good relations and reciprocation between the two bodies.”

The bloc names Italian diplomat Fernando Gentilini as special representative, filling a post vacant for over a year.

Gentilini currently heads the EU's Western Balkans and Turkey division. European Union Foreign Ministers have appointed a new special representative to the Middle East.

The Italian diplomat Fernando Gentilini fills a post that has been vacant for over a year. It is hoped the appointment will help make real progress towards an Israeli-Palestinian peace deal.

Gentilini currently heads the EU's Western Balkans and Turkey division and his appointment will have to be confirmed by member states. The Middle East position was created in 1996 after the Oslo Accords.

The EU also plays a prominent role in what is known as the Middle East Quartet, set up in 2000 by the UN, the EU, the United States and Russia to promote peace efforts but which has also become bogged down.

Former British Prime Minister Tony Blair is the Quartet's special envoy, and EU foreign policy chief Federica Mogherini was asked on Monday about reports that he was scaling back his role.

She said foreign ministers had not discussed Blair's position but did talk about "how to revive the role of the Quartet".

"We discussed the future of the Quartet initiative. Blair's responsibility is to focus on economic development (of the Palestinian territories) and that is not the focus at the moment which is on relaunching the peace process," she said.

The EU has been dismayed by the state of the Middle East peace process which ground to a halt last year.

Mogherini also announced on Monday the nomination of Peter Burian, a senior official in the Slovak foreign ministry, as EU special representative for Central Asia.

The EU has over time appointed several special representatives, each tasked with a specific mission to help resolve major international issues of the day.

The difference between Mogherini, and Ashton in comparison to Solana - is that he did his own Foreign Affairs work.
