If it begins on January 1, 2007, these would be the EU presidencies that would terminate the seven-year agreement. And, they match very, very well politically!<br>

Politically because of the new guy, Fotiadis? I can't find much information on him. Can someone help? Herb had mentioned he was a "new, more powerful director of ENP". I can't find much on him after 2000. <p></p><i></i>

I just learned of this guy myself. This much I know: He just finished successfully representing the EU in confirming an association agreement with Romania, who is to enter the EU in 2007. And, he was given more territory to cover than the prior director of the ENP. So, I assume that would make him more powerful.<br>

Other than that, I'm still waiting for information. I'm sure it will be coming soon. That's the way it once was with Solana. When I first began hearing about him, it was difficult to find information. Now, it's all over the place.<br>

Herb wrote a lot about Belgium in one of his articles<br>
some weeks?months?(all happening so fast) ago... <br>
that is why I found it interesting...<br>
...and Spain, of course like in November 1995...<br>

Notes:

1) The WEU is the Western European Union, consisting of 10 permanent member nations (also known as the Brussels Treaty Powers), of which Dr. Solana is Secretary-General (among other numerous titles).
2) Spain is Dr. Solana's native country; currently headed by fellow Socialist, P.M. Zapatero.
3) Belgium is where the EU is headquartered (Brussels) and where Dr. Solana works. Also, NATO has a headquarters in Brussels, Belgium (Dr. Solana was Secretary-General of NATO from 1995-1999).
4) 2010 is the mid-term of the 7-year European Neighbourhood Policy Instrument (ENPI) (2007-2013), which includes an action plan agreement with Israel, along with many other nations (with a scheduled mid-term review for Israel).
5) The EU satellite center is located in Torrejon, Spain.

Seems like the powers that be can put anyone they want on the list for EU pres, but at just the right moment, a crisis could break out that only someone with Javie's experience and connections could solve. Probably right around 2010 when Spain takes the EU pres! CRAZY!!!
