"convene the council?"

Could someone please explain more thoroughly what it means to "convene the council" as pertaining to Recommendation 666 article 12?<br>

Here it is:<br>
"12. Support proposals for the WEU Secretary-General and CFSP High Representative to preside over the PSC and civilian crisis-management machinery and give him powers to convene the Council of the European Union in the event of an emergency"<br>

I'm probably wrong on this but I will give it a try. This gives him the power to call for a meeting. <br>

That is what I think it means too.<br>

Maybe I should be more specific: Where does the understanding that this article 12 gives the High Representative "DICATORIAL" powers come from?<br>

The PSC is the Political and Security Committee of the EU. Here's a link that tells about what it can and can't do. It looks to have a lot to do with defence and military activities...........<br>

It really gave me the creeps when I read the first page about PSC, got down to the bottom and read the author's name: A. Lindh! That's just too weird.<br>

I'm trying to make sure I understand some of this stuff correctly. I'll be speaking in front of a small women's auxilary meeting this Tuesday. I want to make sure I have my facts straight (I loaned out my copy of Recommendation 666.)<br>
