Javier Solana’s ‘peace’ plan is back

Haaretz has reported that French Foreign Minister Bernard Kouchner and Spanish foreign minister Miguel Moratinos are promoting an initiative by which the European Union would recognize a Palestinian state in 18 months — even if Israel and the Palestinian Authority fail to reach a settlement on their own. But according to another report, Kouchner and Moratinos have backed off from the initiative. Read about it here.

The idea of forcing the creation of a Palestinian state — without Israel’s consent — was first devised by outgoing EU foreign policy chief Javier Solana. It has taken off and is now being seriously considered by members of the international community, including, apparently, these EU leaders.

Perhaps they’ve scrapped Solana’s idea for the moment. But could it actually be implemented?
